3.3.3 Error Suggestion

Summary
Beyond reporting an error, a correction must be suggested when one is known. Where 3.3.1 asks what went wrong, this asks how to fix it. Suggestions are excused when they would compromise security — failed login attempts, for instance.
Common failures
- Stopping at "invalid input" without stating the expected format.
